On January 28, 2026, officers with the Anoka Police Department responded to an apartment on the 800 block of West Main St., city of Anoka, county of Anoka, on a report of a domestic disturbance. Officers learned that one of the individuals present was C. H., "Victim" herein who had multiple misdemeanor warrants for her arrest and was the subject of an active DANCO with the protected person being F. P., Victim's mother, who was also present. Victim [NAME REDACTED]. Officers noted large swelling and dark-colored bruises in Victim's right eye socket and facial area.
Bruises were also seen on her arms. Medical assistance was requested and Victim was transported to Mercy Hospital by medical personnel. Officers spoke with Victim at the hospital and she stated that earlier that day she went to get her cat from her mother's room, where her brother, ANDREW JACOB PERSSON [DOB REDACTED] also stays. She stated that Defendant became physically abusive to her, was acting erratically, grabbed her by her hair and was punching her, including in the right eye. Victim stated that she lost consciousness for about a second and advised officers that this type of physical abuse has occurred multiple times in the past.
After the assault took place and some time had passed, Defendant began pushing at the bruises on her face. Victim [NAME REDACTED] did not call law enforcement because she was in fear of being arrested due to the outstanding warrants. Victim was diagnosed with multiple orbital fractures. Defendant was present at the scene and at the time declined to speak with law enforcement. After speaking with Victim and learning the nature and extent of her injuries, a KOPS alert for PC pickup was issued for Defendant.
At this time, Defendant has not been located. The State requests a body only complaint warrant in this matter and requests that the Defendant be held in custody until appropriate bail and conditions of release be set pursuant to Minn. R. Crim. Pro 6.02, Subd. 1, to include the issuance of appropriate protective orders.
