The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: As of July 26, 2025, multiple warrants were outstanding for the arrest of the defendant, ADDIE KAE WHITE EAGLE (2/26/1995). On that date, at about 8:15pm, Roseville Police responded to JC Penney at Rosedale Mall, 1595 Highway 36 W., Roseville, Ramsey County on a report of shoplifting in progress. An asset-protection manager told officers that a woman had just stolen merchandise in a shopping cart.
The manager provided the woman’s current location, on the service road outside of the store. Officers went there and found the woman pushing the shopping cart as described. As they approached, with emergency lights active, she ran, over a retaining wall, across County Rd. B2, and into a parking lot. She refused repeated directions to stop. She then physically resisted arrested but was eventually taken into custody. The woman was identified as the defendant. She was wearing multiple items of clothing which had been stolen from another store in the mall.
The shopping cart was recovered. It was found to contain stolen merchandise from both stores as well. The total value of the merchandise stolen by the defendant was determined to be less than $500. With the defendant was a purse. At the scene, officers found drug paraphernalia inside, including a glass smoking pipe and hypodermic needles. At the Law Enforcement Center, deputies found a receipt inside of the purse, inside of which was a rock-like substance. In a presumptive test, the substance contained in the receipt from the purse tested positive for the presence of methamphetamine, with a total net weight of 0.4 grams.
The defendant declined to make a statement. The defendant's criminal record includes a 2024 felony conviction for theft. In August 2024, she had received a one-year trespass notice from a third Rosedale store.
