On December 21, 2025, at approximately 10:24 A.M., Crystal Police Department officers responded to a call of a suspicious vehicle near the 6600 block of 41st Place North in Crystal, Hennepin County, Minnesota. The reporting party noted that a Ford sedan has been parking with a person remaining in the vehicle in the cul-de-sac a number of times in the past week. The vehicle had currently been parked in said spot for approximately one hour with a driver in the driver seat. Upon arrival, officers observed a white Ford Fusion parked and idling at the aforementioned location.
Officers ran the license plate thereafter learning that the registered owner of the vehicle has a suspended license and was recently given a warning for driving without a valid license. Officers made contact with the driver, identified as DARRELL JOEL RICHMOND-MCCUTCHISON JR, [DOB REDACTED], hereinafter Defendant, and learned that he did not have insurance on the vehicle. Based on said information, officers informed Defendant that the vehicle would be towed as a result. Officers returned to their squad vehicle to order a tow truck.
While in their squad vehicle, officers used the PA system and ordered Defendant to exit the vehicle. Shortly after said direction, Defendant put his vehicle in drive and fled the scene. Officers pursued Defendant with emergency lights and sirens. While fleeing officers, Defendant buried his vehicle in a snowbank near the south side of 46th Avenue North, east of Douglas. With the vehicle now stuck in the snowbank, Defendant exited the vehicle and began to flee on foot. Officers were able to catch up with Defendant and placed him under arrest.
Defendant is currently in custody. The State respectfully requests this complaint issue via Order of Detention.
