On November 29, 2025, at approximately 9:32 PM, Trooper Neumann of the Minnesota State Patrol was dispatched to assist with a report of a vehicle that was off-road near the intersection of MNTH 120 and Stillwater Boulevard in the city of Oakdale, County of Washington, State of Minnesota. A truck was reportedly located in the northbound ditch and the trooper responded to assist with blocking traffic. Upon arrival the trooper observed a Chevy S10 crashed nosedown into the ditch with the truck bed partially blocking the roadway.
A large case of Corona beer was observed in the truck bed. The driver of the motor vehicle at the time of the collision was later fully identified to be FUE CHANG [DOB REDACTED], “Defendant” herein. While speaking to Defendant, he admitted to being the driver of the truck at the time of the collision. Defendant denied knowing how the crash had occurred and said “I don’t know, I just slid.“ While speaking with Defendant, the trooper observed his eyes to be watery and red. Defendant spoke with slow, delayed, deliberate and slurred speech.
The trooper smelled a strong odor of a consumed alcoholic beverage. The trooper administered standardized field sobriety tests, during which clues of impairment were observed. Defendant provided a breath sample for a preliminary breath test, the result of which indicated he had a 0.170 BAC. Defendant was placed under arrest and transported to the Washington County Jail. Defendant was read the Minnesota Breath Test advisory and provided with an opportunity to consult with an attorney. Defendant subsequently agreed to submit to an evidentiary breath test.
Defendant was administered a Data Master Transportable (DMT) breath test at approximately 10:47 PM, the final reading of which indicated he had a 0.15 BAC. A review of Defendant’s records shows one prior qualifying implied consent license revocation from February 23, 2024.
