Adam Cinelli and Tom Cockburn are licensed peace officers employed by the Forest Lake Police Department. On December 3, 2025 at approximately 6:48 P.M. Officer Cinelli was dispatched to the area of 767 4th Street Southwest, in the City of Forest Lake, Washington County, on the report of a vehicle stuck in the snow. Upon arrival, Officer Cinelli observed a silver, 2009 Honda Fit, bearing Minnesota license KWH006, in the field behind the Senior Center, located at 767 4th Street Southwest. The front, driver's side wheel had melted the snow and begun spinning in the mud.
Officer Cinelli made contact with the reporting party, Emily White. Ms. White advised that she saw the vehicle in the field and had come down from her nearby apartment to check on the vehicle and make sure nobody was hurt. Officer Cinelli then made contact with the driver and sole occupant of the vehicle, identified by Minnesota driver's license as Faniel Donald Juelich. Mr. Juelich was still sitting in the driver's seat, with the engine running. While speaking with Mr. Juelich, Officer Cinelli observed him to have the strong odor of alcohol coming from his vicinity and glassy, bloodshot eyes.
Mr. Juelich was unable to provide an answer as to how he ended up stuck in the field, only that he was stopped at the stop sign on 4th Street. The Senior Center is located between 4th Street Southwest and the field that Mr. Juelich's car was stuck in. Mr. Juelich admitted to having consumed two beers about half an hour prior. Upon the request of Officer Cinelli, Mr. Juelich stepped from his vehicle for the purpose of performing standardized field sobriety testing. Mr. Juelich appeared unsteady on his feet, using the doorframe for support and leaning back against the side of his vehicle.
Officer Cinelli directed Mr. Juelich to a nearby parking lot, which had been plowed. Mr. Juelich had to be directed to the area several times. Mr. Juelich attempted to perform and failed the following field sobriety tests: horizontal eye gaze nystagmus; straight line heel-to-toe walk and turn; and one-legged stand and count. He was placed under arrest and transported to the Forest Lake Police Department. At 7:31 P.M. At the Forest Lake Police Department, Mr. Juelich was read the Minnesota Breath Test Advisory.
He indicated that he understood the advisory and did wish to speak with an attorney. At 7:33 P.M. A telephone and directories were made available to Mr. Juelich. His attorney time was concluded at 7:52 P.M. Mr. Juelich agreed to submit to a breath test. At 7:55 P.M. Mr. Juelich submitted to a DataMaster Transportable test of his breath indicating an alcohol content of.21.
