On December 10, 2025, law enforcement was dispatched to a residence for a report of a domestic assault. C. E. L., fully identified in police reports, stated Justin Tyler Larson, [DOB REDACTED], defendant herein, had assaulted her two nights ago. C. E. L. Stated defendant threatened to kill her if she reported it. C. E. L. Reported on December 8, 2025, defendant had gone through her phone when she was sleeping. Defendant put her phone in her face and woke her up. C. E. L. Could not see what was on the phone initially because her eyes had not adjusted to the lighting.
Defendant was upset with what was on C. E. L.'s phone. Defendant punched C. E. L. Multiple times in various places on her body. Defendant put both of his hands around C. E. L.'s throat and squeezed as hard as he could. C. E. L. Stated that defendant appeared to be mad and talked through his teeth. C. E. L. Was unable to hear what defendant was saying. C. E. L. Said defendant looked terrifying, hateful, angered, and described that he looked like a monster. C. E. L. Said she felt like she was going to pass out and was unable to breathe.
C. E. L. Stated the strangulation affected her ability to hear, and specifically that her hearing became tunneled and it was harder to hear. C. E. L. Stated defendant shook her while strangling her. After the physical assault C. E. L. Told defendant she was done and is not happy. Defendant told C. E. L. If she tries to leave that he would kill her. C. E. L. Told law enforcement that defendant has threatened to kill her multiple times. On this day she genuinely believed defendant would kill her. The assault occurred at C. E. L.'s residence in the City of St. Cloud, County of Stearns, State of Minnesota.
When law enforcement met with C. E. L. On December 10, 2025, C. E. L. Stated her throat still hurt from the strangulation two days prior. She reported she was still having difficulty swallowing. Law enforcement noted that C. E. L. Had a raspy voice. Law enforcement observed multiple injuries on C. E. L. The officer described her left eye had bruising and swelling. Below her right eye there was also some bruising and swelling. Behind C. E. L.'s right ear there was dried blood and what appeared to be swelling or burst blood vessels.
There was bruising or discoloration in the middle of C. E. L.'s back. There was also bruising or discoloration in C. E. L.'s pelvis area. C. E. L. Reported defendant also physically assaulted her on December 10, 2025, shortly before she called 911. Law enforcement is still investigating these incidents. Charges relating to the December 10 incident may be added to this complaint in the future or charged in a separate complaint. Defendant and C. E. L. Are family or household members. Law enforcement attempted to locate defendant but were unsuccessful.
