Thomas William Whistler

On October 17, 2025, at about 10:08 A.M., Officer Schultz observed a vehicle traveling westbound on 66th Street at Nicollet Avenue, within the city of Richfield, Hennepin County. The officer observed that the vehicle was displaying expired May 2023 registration tabs on the license plates. The officer stopped the vehicle and identified the driver as the defendant. When asked about the registration, the defendant admitted that he knew it was expired, and that he had received multiple citations for expired registration.

The defendant was also aware that he needed to renew his registration but had deliberately not done so.
