On January 6, 2026, at 4:12 P.M., officers conducted a person stop involving two individuals at the westbound BRT bus stop located at Lake Street and Nicollet Avenue in Minneapolis, Hennepin County, Minnesota. Officers observed, via surveillance camera, a male inside the bus shelter using an electronic cigarette. A female later identified as OSMAN, BILAN MOHAMED ([DOB REDACTED], hereafter “Defendant”) approached the male. Defendant was then seen removing a small plastic baggie containing what appeared to be a white powdery substance.
She also removed a straw commonly used for ingesting or smoking narcotics and turned toward the corner of the bus shelter. Although officers could not directly see her actions, smoke was observed rising from the area where she was facing. Defendant was then seen placing the baggie into her right jacket pocket. As officers approached the shelter, the male tapped Defendant on the side and both individuals attempted to walk away quickly. Officers detained both individuals and requested identification.
Based on their observations that Defendant had placed suspected narcotics into her right jacket pocket, officers searched that pocket; however, the baggie was not located. Defendant stated she must have dropped it and that someone else picked it up. A records check through the MTPD data channel revealed Defendant had an active gross misdemeanor sign-and-release warrant, as well as additional outstanding warrants. Dispatch confirmed the warrants were bookable, and Defendant was placed under arrest.
Defendant was transported to the Hennepin County Jail for booking. During the standard intake X-ray scan, jail staff observed a suspicious item concealed near Defendant’s vaginal area. A detention deputy recovered a white plastic baggie containing a white powdery substance suspected to be narcotics. Officers conducted a field test of the recovered substance, which tested positive for methamphetamine. The substance weighed approximately 0.42 grams, excluding packaging. Defendant is not currently in custody.
