On June 14, 2026, at approximately 03:05 A.M., a Minnesota State Patrol Trooper was on routine patrol heading westbound on Interstate I-94 near Olson Memorial Highway in Minneapolis, Hennepin County, Minnesota, when they observed a Chevrolet Suburban weaving in and out of the right lane and onto the right fog lane then accelerating. The Trooper also observed the Suburban changing lanes without signaling and that the vehicle almost caused a crash. The Trooper suspected the driver was impaired and initiated a traffic stop by activating his squad vehicle emergency lights while the Trooper was directly behind the vehicle.
The driver of the Suburban failed to yield to the Trooper. After crossing Broadway Avenue, the Trooper activated his emergency sirens. The driver of the Suburban vehicle continued driving westbound and failed to yield to the Trooper. After several failed attempts to stop the Suburban using a pursuit intervention technique ("PIT"), the Trooper maneuvered his squad vehicle in front of the suspect vehicle to stop it. The Trooper exited his squad vehicle and attempted to call the driver out. The Trooper observed the driver maneuver around the squad vehicle and flee again.
The pursuit was discontinued. While searching the area, Trooper(s) located the Suburban crashed into a house on the corner of Dowling Avenue and Girard Avenue. The driver was not located. In inventorying the vehicle, Trooper(s) located a dashboard and driver recording devise in the Suburban, which appeared to be activated. The devise was collected, a search warrant was executed for the contents, and the videos and audio were reviewed. In reviewing the video, Trooper(s) observed the driver of the vehicle to be a woman with long dark hair, two distinct facial piercing and scars.
The video captured the woman sideswipe another vehicle approximately 30 seconds before the Trooper’s lights were flashing. The driver did not react and continued driving. The video captured the sirens and the woman texting throughout the continued driving. The video also captures a squad vehicle driving with its emergency lights and sirens side by side with the Suburban. The driver rolls down her window, looks directly at the squad vehicle, does not stop, and gets on her phone. When the Trooper attempts a PIT maneuver on the Suburban, the driver does not attempt to stop, and instead the driver yells "what the f***" before continuing to drive.
The woman is captured yelling and shaking her hand out the window at the squad vehicle. When the Trooper forced the vehicle to stop, the driver looks at the squad vehicle, maneuvers around the squad vehicle, and accelerates away with wheels squealing. GPS on the video captures the vehicle driving at speeds of 66 mph and 75 mph on city streets. The vehicle then crashes and the driver flees. On June 15, 2026, the registered owner of the Suburban called to report the vehicle stolen. Trooper(s) observed the registered owner, Latisha Chevi Monique Willis AKA Latisha Anita Ratcliff [DOB REDACTED], "Defendant" herein, was consistent in appearance with the suspect from the flee – notably the long hair, arm tattoo, facial piercing and facial scars were consistent.
