On April 23, 2026, around 8:19 A.M., law enforcement was driving northbound on the 4700 block of 6th Street NE, Columbia Heights, Anoka County, when they observed a black 2004 GMC Sierra (MN/PRE161) in the driveway of 4712 6th Street NE, Columbia Heights, Anoka County. The GMC had a black object covering the rear license plate. The residence was known to law enforcement to be involved with stolen vehicles. Law enforcement observed multiple people leave the residence and get into the GMC and drive away.
Law enforcement pursued the vehicle and activated its emergency lights to conduct a traffic stop. The vehicle accelerated away from law enforcement, speeding through a stop sign. The driver was a male later identified as Robert Anthony Viktora [DOB REDACTED], defendant Viktora herein. Law enforcement did not pursue in chase but was able to locate the vehicle and observed the occupants fleeing from the vehicle. A female, the passenger of the vehicle, was seen running away from the vehicle down an alleyway with a 7-year-old minor child, [name withheld — minor] A, who was also a passenger of the vehicle.
This female was later identified to be Rochelle Marie Brown [DOB REDACTED], defendant Brown herein. Minor Child A was defendant Brown’s son. Law enforcement also located defendant Viktora on foot. Defendant Viktora was arrested. Defendant Brown was arrested. Law enforcement confirmed the GMC had been reported stolen out of New Hope, Hennepin County, from the registered owner R. P. On April 18, 2026. Law enforcement also discovered the wrong license plate was on the vehicle and the actual license plate for the vehicle is MN/SNN804. The license plate that was on the stolen vehicle (MN/PRE161) belonged to a black 2002 Chevrolet Silverado.
The registered owner of the Silverado told law enforcement his front license plate had been stolen from his vehicle in New Brighton, Ramsey County. Law enforcement swabbed the stolen vehicle for DNA and the license plate for fingerprints. Results are pending. The ignition of the stolen vehicle was punched. Law enforcement procured and watched Ring camera video from the Columbia Heights residence's neighbor’s home. The Ring footage showed Defendant Viktora, Defendant Brown, and Minor Child A enter the stolen vehicle.
No other occupants were in the vehicle. Defendant Viktora has two pending felony cases: a first-degree drug possession charge in Anoka County court file no. ••-CR-••-•••• and theft of a motor vehicle in Hennepin County court file no. 27-CR-18- 28594. In the last 10 years, Defendant Viktora also has prior felony convictions for third-degree drug possession from July 9, 2019, in Anoka County court file no. ••-CR-••-•••• as well as a prior felony conviction for unauthorized use of a motor vehicle from August 26, 2019, in Hennepin County court file no. ••-CR-••-••••.
