In court file ••-CR-••-••••, there is an active Domestic Abuse No Contact Order dated 3/23/2026, that prohibits PHOENIX JOHN CARLSON, [DOB REDACTED], from having contact with EET. The order also prohibits CARLSON from going to EET’s residence on the 600 block of Grand Avenue except with a police escort to recover medication, clothing, and toiletries. In this file, there are pending charges of Domestic Assault, misdemeanor. On April 24, 2026, at approximately 5:17 P.M., Saint Paul Officers responded to a domestic assault at EET’s residence on the 600 block of Grand Avenue, Saint Paul, County of Ramsey.
EET was at the top of the staircase on the second floor of the apartment building when officers arrived. She was upset, crying, and said she was too afraid to meet officers on the first floor, concerned that CARLSON would return. Eventually, EET met officers on the first floor. She said her boyfriend, CARLSON, hit her multiple times on her head and strangled her. EET lifted her pants leg and showed officers multiple bruises on both of her legs. She also said CARLSON bit her on her upper right thigh.
EET showed officers her upper thigh that showed an injury that looked like teeth marks and a small cut. After clearing the apartment building, officers interviewed EET in her apartment. EET said CARLSON returned to the apartment and asked her for money to buy methamphetamine. She told him no. She ordered Culvers and had it delivered. CARLSON was upset that he received the wrong burger. EET was lying on her bed when CARLSON approached her and forced her onto her back. CARLSON placed his left forearm across her neck and told her, “You’re a stupid c***. You’re gonna die.” She lost consciousness for approximately two minutes.
CARLSON punched her in the back of the head and the front of her head. She was able to kick him in the groin area. CARLSON bit her in the left upper thigh and hit her a few more times in the legs. He tried to grab her off of the bed. She was able to get away from him. CARLSON left. While officers photographed EET’s injuries, an officer noticed a bite mark on her left cheek. EET said CARLSON also bit her on the cheek. While officers were on scene, EET received a telephone call and placed it on speaker.
EET said the person on the phone was CARLSON. The person on the phone had slurred speech. In EET’s bedroom, the room was in disarray. There was a makeup bag on the floor with the contents on the floor. The bed cover on the bed was completely off of the bed and by the foot of the bed on the floor. There was a bottle of liquor next to the bed. Cups from Culvers were in the room. The sheet on the bed had a red/brownish color stain. When asked blueprint questions, EET said she does believe that CARLSON will seriously injure or kill her or her children.
