On 4/15/25, the Anoka County Sheriff's Office received an Internet Crimes Against Children (ICAC) report from the MN Bureau of Criminal Apprehension following a Cybertip on 3/8/25 from Kik, a messaging service provider, to the National Center for Missing and Exploited Children (NCMEC). Kik reported that a user with the screenname "jamescurran808" uploaded 16 videos of suspected Child Sexual Abuse Material (CSAM) on 2/25/25. The user was later identified as JAMES MICHAEL CURRAN [DOB REDACTED], Defendant herein, who resides at 2924 237th Ave NW in Saint Francis, Anoka County, MN. (Count 1) The first file he uploaded is named “0953b7e11902b62c60b6d8ac45ef6a15.mp4.” It is a 4- second video that shows a naked elementary-aged female lying on a bed.
The child has a rag stuffed into her mouth, and an adult male is kneeling between the child’s legs. The adult appears to penetrate the child [NAME REDACTED], which causes the child [NAME REDACTED]. Defendant shared the video in a chat on 02/25/2025 at 18:32:25 UTC from IP address 172.58.15.191 (Port: 28242). Defendant shared the same video a total of two additional times. (Count 2) The second file is named “1478a17c80a46a71dae6a04f5e4b0adf.mp4" and is a 13-second video showing a toddler-aged female on a bed.
The child [NAME REDACTED] in pain as the adult male penetrates the toddler’s anus with his penis. Defendant shared the video in a chat on 02/25/2025 at 22:51:25 UTC from IP address 172.58.15.7 (Port: 41738). (Count 3) The third file is named “17190e496f2d4e4197095f147e8cd031.mp4” and is a 47-second video that shows a partially clothed elementary-aged female lying on a bed. The child’s school dress is lifted past her waist, which exposes her vagina. An adult male rubs and then penetrates the child’s vagina with his penis.
Defendant shared the video in a chat on 02/25/2025 at 18:36:29 UTC from IP address 172.58.15.191 (Port: 28242). Defendant shared the same video three additional times. (Count 4) The fourth file is named “3d326b837d977dea5b8177bbd2bec93e.mp4” and is a 9-second video showing a naked elementary-aged female. The child [NAME REDACTED], then turns around and appears to touch her buttocks. Defendant shared this file in a chat on 02/25/2025 at 22:51:47 UTC from IP address 172.58.15.7 (Port: 41738). Defendant shared this video an additional two times. (Count 5) The fifth file is named “2a29703c9a7af40329033ead902aa7bd.mp4” and is a 62-second video that shows a naked high school-aged male sitting in a bathtub.
Standing over the male child is a naked middle school-aged female with her legs opened and the male child appears to be giving her oral sex. Sitting behind the male child is another naked high school-aged female. Defendant shared the video in a chat on 02/25/2025 at 18:53:15 UTC from IP address 172.58.15.189 (Port: 4879). Defendant shared this video one additional time. (Count 6) The sixth file is named “523dc5d0723e0621b0602510931fcdcc.mp4” and is a 4-second video showing a partially clothed middle school-aged female holding what appears to be a plastic circular tube in her anus while touching her vagina with her other hand.
