On 11/15/2025 at approximately 0935 hours, St. Paul Police responded to a Motor Vehicle Theft call. The vehicle’s owner, JUR, said someone stole his 2009 Ford Edge (MN/GXW245) sometime between 11/14/2025 and 11/15/2025. The vehicle had been parked near [ADDRESS REDACTED] in St. Paul, Ramsey County. On November 20, 2025, at approximately 11:12 PM, a St. Paul Police Officer spotted a Ford Edge displaying a stolen license (MN/9RU200) driving from Cook Ave to Park St. In St. Paul, Ramsey County. The officer was unable to catch up to it, but the area was searched and assisting officers found it parked near Geranium Ave/Park St. The vehicle was unoccupied.
Lying in its back seat was a flat-screen television. When the vehicle’s VIN was checked, it came back as JUR’s stolen Ford. The officer reviewed Ring doorbell camera footage from [ADDRESS REDACTED], which showed the Ford arrive and three male suspects exit the vehicle and walk away. One of the suspects, who was seated in the rear passenger seat, was wearing distinctive/reflective clothing. This suspect was later identified as Joseph GAMBOA [DOB REDACTED]. The driver of the Ford was wearing be a light-colored top and dark pants and was later identified as Chaska James Oneill FAIRBANKS [DOB REDACTED]. At about 12:32 AM, while waiting for a tow truck, the officer spotted GAMBOA and FAIRBANKS walking east on Cook Ave near Park St. The two walked away from police and then, a block away, changed direction and started walking west on Lawson.
When police tried to stop them, GAMBOA stopped and was complaint. FAIRBANKS, however, continued walking away. He was quickly detained by assisting Ramsey County Deputies. He initially provided police a false name, but eventually provided his real identity, and then claimed he had swallowed meth and fentanyl. He was transported to Regions Hospital for evaluation. In a post-Miranda interview, GAMBOA said FAIRBANKS picked him up driving the Ford. GAMBOA said FAIRBNKS was driving and he was sitting behind the front passenger, which matched the Ring doorbell footage at 1xx Geranium.
GAMBOA said he thought the third suspect, who was in the front passenger seat, was FAIRBANKS’ uncle. GAMBOA said the Ford was packed full of stuff, like a TV, and he believed the Ford was stolen. For purposes of Rule 6.
