On 10/12/2026 at about 14:06 hours, St. Paul Police responded to Snelling Ave N. And University Ave W in St. Paul, Ramsey County on a report from a U. S. Postal Inspector that a stolen U. S. P. S. Mail truck was being tracked via GPS to that location. Several citizens had also called 911 reporting that a U. S. P. S. Mail truck was driving recklessly in the area. The value of the U. S. P. S. Vehicle exceeded $5,000. Police spotted the stolen vehicle (Serial Number 1424067) driving recklessly at a high rate of speed north on Simpson St. Officers followed until it reached Thomas Ave.
And Snelling Ave. N. There, Officers prepared to conduct a VCT (Vehicle Containment Technique) but the vehicle quickly accelerated south on Snelling Ave. N. Officers continued following to University Ave. W and Prior Ave N. Where the vehicle stopped at a red light. There, Officers activated their squad’s emergency lights and blocked the vehicle in. The driver of the stolen vehicle, later identified as Giovanni Lisandra SUAREZ, [DOB REDACTED] put the vehicle in reverse and aggressively rammed the squad behind him causing the squad to jolt backwards.
The vehicle then drove out of the VCT and fled. With asquad’s siren activated, police pursued. SUAREZ nearly collided with another vehicle at Prior Ave. N, aggressively swerved around another vehicle, and then crashed into a light pole. The pole ripped out of the ground and flew into the air. SUAREZ did not stop. Instead, he continued fleeing at a high rate of speed south on Prior Ave. SUAREZ made several turns, drove through a stop sign, and eventually slid off the road on Wheeler St. N. SUAREZ quickly exited the vehicle, ignored Officers’ commands, and approached an Officer in a very aggressive manner.
Police took SUAREZ to the ground and detained him. SUAREZ said he was under the influence of "Meth", "Fetty", and "Blue” and that he was "glad that God was driving our cars". Police later learned that SUAREZ had struck and damaged a 2015 Ford F150 (MN/TEJ520) that was parked near Aldine Street and Sherburne Avenue. In a post-Miranda interview, SUAREZ said he got off a bus, saw the postal vehicle, got into it, and drove off. He said he did not stop for police because he was scared. When discussing driving out of the VCT, SUAREZ said he saw the squad in front of him, put the vehicle in reverse, collided with something behind him, "smashed out of that b****," and drove off.
For purposes of Rule 6.02, SUAREZ has an open felony case for Theft (••-CR-••-••••) and his felony conviction history includes Auto Theft (••-CR-••-••••).
