When Officers arrived, they spoke with an adult female (“Victim”) standing next to a black 2014 Ford Flex (“Vehicle”). Victim told Officers that Karl John Matson, [DOB REDACTED] (“Defendant”), is the father of Victim’s five-year-old son. Earlier in the evening, Defendant had been at Victim’s apartment to watch their son. Victim agreed to give Defendant a ride home. Victim and Defendant’s son was sitting in the back seat of Vehicle while Victim [NAME REDACTED]. While Victim [NAME REDACTED], Defendant began making disrespectful comments toward Victim.
Victim asked Defendant to stop making disrespectful comments to her while their son was present, and Defendant refused. Victim [NAME REDACTED] told Defendant he would have to walk home. Defendant became upset and refused to get out of Vehicle. Defendant threatened to break the windows on Vehicle if Victim [NAME REDACTED]. Defendant punched the passenger window and windshield multiple times. The punches shattered the front passenger window and the windshield. The damage to the two windows exceeded $1,000. Defendant eventually left Vehicle and walked away.
Victim was then able to call 911. Victim [NAME REDACTED] was fearful of Defendant when he was punching the windows of Vehicle. Victim [NAME REDACTED] was sitting directly next to Defendant as he punched the windows. Officers observed that Victim appeared terrified and her eyes were tearing up. Victim told Officers she believed Defendant would harm her. Victim also told Officers about prior domestic abuse from Defendant. Officers began searching for Defendant. At approximately 10:00 pm, Officers located Defendant lying under a vehicle nearby.
Despite several verbal commands, Defendant did not initially come out from under the vehicle. Officers were able to remove Defendant from under the vehicle where he was hiding. Defendant was placed under arrest. Defendant was aggressive and belligerent with Officers, Defendant spit at Officers and attempted to kick Officers. 3 85-CR-26-440 Filed in District Court State of Minnesota 3/23/2026 Defendant was transported to Winona Health to be medically cleared. Defendant had to be strapped down to the gurney, and a spit hood was used.
Defendant continued to be loud and aggressive. Defendant was bleeding and had abrasions on his right hand, but Defendant refused to talk with emergency room staff. Defendant was medically cleared and then transported to the Winona County Jail. A search of Defendant’s criminal history shows convictions for: Felony Violation of an OFP on 10/12/2022 (85-CR-21-1776); Felony Violation of an OFP on 07/22/2021 (85- CR-21-598); Felony Violation of an OFP on 07/22/2021 (85-CR-21-600); and Gross Misdemeanor Domestic Assault on 02/02/2021 (85-CR-21-34).
