On March 30, 2026, at 12:24 PM, Minneapolis Police officers were monitoring Milestone cameras in the area of 17th Avenue and Cedar Avenue in Minneapolis, Hennepin County, Minnesota. Officers know this area to be associated with frequent narcotics activity. Officers observed a red Chevrolet SUV bearing Minnesota license plate ZMV-226 parked along the curb with several individuals gathered at the driver’s side window. Officers observed behavior consistent with a hand-to-hand narcotics transaction involving a folded piece of paper commonly used to package fentanyl.
Officers later identified the vehicle occupants as the driver, Cody Roy Moose, and the passenger, Edward James Nadeau (DOB: October 21, 1997, hereafter “Defendant”). Officers followed the vehicle and initiated a traffic stop after observing traffic violations. Defendant was asked to exit the vehicle and was detained. A search of the vehicle revealed a black zippered pouch in the center console containing multiple baggies of suspected fentanyl, an area accessible to both occupants. Defendant was placed under arrest.
A records check revealed Defendant had an active warrant for Criminal Sexual Conduct in the Second Degree out of Mille Lacs County court file number 48-CR-25-589. A search incident to arrest of Defendant’s person revealed the following: • From Defendant’s left shoe: one clear plastic bag containing 1.3 grams without packaging of fentanyl field-tested positive and 17 naloxone pills • From Defendant’s right shoe: a glass pipe with residue consistent with narcotics use • From Defendant’s wallet: a folded paper containing a white powdery substance consistent with a controlled substance Defendant was transported and booked at Hennepin County Jail for his 2nd Degree CSC warrant.
Defendant is currently in custody.
