Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on December 16th, 2025, at approximately 6:08PM, Officer MacDonald responded to the 200 block of Rose Street East, Owatonna, MN, County of Steele for a past-action domestic assault report. Upon arrival, Officer MacDonald met with the victim, [NAME REDACTED]. M. B. Told Officer MacDonald she had been getting ready to leave for work at Buffalo Wild Wings at 4:00PM, and the suspect, Tre Michael Mesagna [DOB REDACTED], was accusing her over text messages that she was lying about work and she was going to see another guy.
M. B. Stated she was trying to leave for work before Mesagna got home, but he got home first and started throwing all of her belongings around the residence and throwing her belongings out of the residence. Mesagna pushed M. B. Down the stairs. After Mesagna pushed M. B. Down the stairs, he hit her in the face but M. B. Was unsure if it was open handed or with a closed fist. Officer MacDonald observed bruising and swelling below M. B.'s right eye. M. B. Showed Officer MacDonald her right knee and he observed purple bruising around her right knee.
Officer MacDonald obtained the following statement from M. B., "this has happened before, he has smashed my head against the window, I didn't report it though. He's constantly degrading me, being both physically abusive and mentally abusive." Officer MacDonald completed the Domestic Lethality Screening Questions, below are the questions followed by M. B.'s response: Officer MacDonald asked: "Has the suspect ever threatened or tried to kill the victim?" M. B. Responded: "Yes." Officer MacDonald asked: "Does the suspect try to control most or all the victims daily activities?" M. B. Responded: "Yes." Officer MacDonald asked: "Is the suspect constantly or violently jealous?" M. B. Responded: "Yes." Officer MacDonald asked: "Does the suspect follow or spy on you or leave threatening messages or gifts?" M. B. Responded: "Yes." Officer MacDonald asked: "Has the suspect ever threatened or tried to commit suicide?" M. B. Responded: "Yes." 2 ••-CR-••-•••• Filed in District Court State of Minnesota 12/17/2025 At approximately 6:17PM, Officer Hansen responded to a domestic disturbance report that occurred at the 500 block of Walnut Avenue earlier in the evening.
The reporting party, identified as J. L., is a coworker of the victim, [NAME REDACTED]." J. L. Stated M. B. Had messaged her earlier in the day requesting a babysitter for work because she had picked up a shift. J. L. Received no response from M. B. Until approximately 4:30PM, when the victim arrived at Buffalo Wild Wings approximately thirty-forty minutes late. M. B. Was crying profusely when she arrived and J. L. Observed visible bruising on M. B.'s right cheek area under her eye. J. L. Stated the bruising appeared very red and swollen when M. B. First arrived and all the coworkers at the restaurant noticed the injury.
