On January 20, 2026, officers of the Sauk Centre Police Department were dispatched to a business in the 100 block of Tractor Trail in the City of Sauk Centre, County of Stearns, State of Minnesota, for the report of a theft in progress. Upon arrival, officers learned from staff that a female, fully identified as Pennie Kay Dubbin, [DOB REDACTED], the defendant herein, had attempted to take items from the store. Employee K. L. C., fully identified in the police reports, informed officers the defendant destroyed a barcode on a Dewalt vacuum priced at $99.99, cut the barcode off a bag of vacuum filters, and taped the barcode from the vacuum filters, priced at $12.99, on the vacuum box.
Officers learned staff observed the defendant concealing items in the two purses she came into the store with and also located several items inside the Dewalt vacuum box. Officers learned the cashier saw the destroyed barcode and knew the vacuum should not be $12.99 and store employees confronted the defendant before she could leave the store. On January 21, 2026, Officer Oetterer returned to the business to review surveillance video and obtained a copy from the business. The business also provided a receipt of the items the defendant concealed and attempted to steal including the vacuum, the value of which was $632.74 after tax.
A review of court records reveals the defendant has a prior felony Theft conviction on March 6, 2025, as contained in Stearns County District Court File No. ••-CR-••-••••. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute complainant's basis for believing the above named defendant, on or about the 20th day of January, 2026, in the City of Sauk Centre, County of Stearns, State of Minnesota, committed the offense(s) described herein.
