M., Deputy Mitchel Reasoner, of the Sherburne County Sheriff's Office, was running stationary radar near 144th Street Northwest and 288th Avenue Northwest, in the city of Baldwin, Sherburne County, Minnesota, when he clocked a vehicle with Minnesota license plate [PLATE REDACTED] traveling 48 miles per hour in a 30 miles per hour zone. Deputy Reasoner initiated a traffic stop of the vehicle and approached the driver, later identified as DUSTIN DANIEL HOVDE, [DOB REDACTED], hereinafter "Defendant." Defendant admitted that he did not have his driver's license on him, as he was still revoked.
Defendant also informed Deputy Reasoner that he did not believe there was an active insurance policy on the vehicle. Defendant contacted the owner of the vehicle, who eventually came out to the location of the stop, and confirmed that the insurance coverage had lapsed. Deputy Reasoner ran Defendant's information through his database and confirmed that Defendant's [DL# REDACTED] was revoked. Defendant and the owner of the vehicle purchased an insurance policy during the stop, so the owner was allowed to drive the vehicle home from the stop location.
