On 2/2/2026 at approximately 18:08 hours, a State Patrol officer was dispatched to a stalled vehicle blocking the intersection of MNTH-252 and 73rd Ave in Hennepin County. Upon arrival, Officer/Victim [NAME REDACTED] only one occupant in the vehicle, who was seated in the driver's seat with the keys in the ignition. The driver was identified as Paul Rogalski, [DOB REDACTED] (now referred to as "Defendant"). Officer AK asked what happened and Defendant stated, “Uhh the car stalled out” and “I think it might need gas.” The officer observed Defendant had droopy eyelids, constricted pupils, and slow speech.
Defendant at first explained that his mother was with him and went to get his sister, and then said his sister was with him and went to get his mother. Defendant later explained he was coming from the methadone clinic and recently took a dose of Suboxone. Defendant denied driving, although he was the only person in the vehicle. Officer AK had Defendant step out of the vehicle and conducted field sobriety tests. The tests indicated that Defendant was impaired, and the officer attempted to take Defendant into custody.
Defendant replied, “How the f*** am I gonna be under arrest? What the f*** dude?” and “Are you f****** serious man?” Defendant then took his hands out of his pockets and started backing away from the officer. Officer AK told him to face his car. Defendant then began squatting his legs to gain more power and aggressively shoved the officer with both hands, hitting the left side of his face and his left eyeball, causing his contact lens to be knocked out of his eye, while shouting “Dude, back the f*** up, dude!
I didn’t f****** do nothing!” Officer AK felt an instant physical pain on the left side of his face from where he had been struck, and he could not see from his left eye due to Defendant knocking out his contact lens. Officer AK again instructed Defendant to put his hands behind his back. He shouted back, “I didn’t f****** do nothing!” Defendant then turned away and pulled up his pants in the rear, appearing that he was preparing to fight. The officer again reached out to place handcuffs on Defendant and he shouted, “Dude, don’t touch me!
I didn’t f****** do nothing” as he quickly pulled away. The Defendant continued to attempt to fight and ignore commands from Officer AK. Officer AK then pulled out his taser and instructed the Defendant again that he was under arrest. Defendant continued to be aggressive and was eventually tased but continued to fight. Eventually, a bystander came to assist, and the defendant was taken into custody. Defendant was handcuffed, searched, and had the probes removed from his clothing. The vehicle was then property inventoried and a BB gun and handgun were found.
The handgun was a.44 Magnum with serial number 36294S. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 2/4/2026 Defendant does not have a permit to carry and is on felony probation. Defendant was transported to the hospital where a warrant was signed and fluid sample was taken. The results are pending as of 2/4/26. Defendant is currently in custody at the Hennepin County Jail.
