Vladimir Vladmirovich Boginskiy

On November 1, 2025, at approximately 1611 hours, police responded to the 660th block of Snelling Avenue S., St. Paul, Ramsey County, on a report of a man, later fully identified as VLADIMIR VLADIMIROVICH BOGINSKIY, ([DOB redacted]), masturbating between two buildings. On arrival, officers discovered BOGINSKIY lying on his back, rocking up and down at the hips. BOGINSKIY quickly stood as officers announced their presence. He had an obvious erection. Police spoke with 14-year-old V1, who said as he was walking with his older brother, ZS, something caught the corner of his eye.

He looked to the left and saw BOGINSKIY, with penis in hand, masturbating. V1 told ZS what he had just seen and ZS hurried them along, out of sight of BOGINSKIY, and called police. ZS said he didn’t notice BOGINSKIY until V1 pointed him out. When he looked, BOGINSKIY’s pants were below his knees, he was holding his penis and “jerking off.” He hurried V1 around the corner so they could no longer see BOGINSKIY, and called police. About 15 minutes later, as they were walking home, BOGINSKIY was in the same place and still masturbating.

Police arrived shortly after. KR told police that she was walking southbound on the eastside of Snelling Avenue S. When she noticed BOGINSKIY. KR said it took a couple of seconds to register what she was seeing. Once she realized what was happening, she turned on her phone’s video camera and recorded BOGINSKIY masturbating. KR showed an officer the video she recorded in which BOGINSKIY can be seen holding his penis while jerking it up and down with his hand, openly in view of the public. BOGINSKIY was arrested and taken to the Ramsey County Law Enforcement Center.

As an investigator was going through the Miranda waiver, BOGINSKIY spontaneously said a spirit girl ghost made him mess with his “dick.” Following the statement, BOGINSKIY was asked several additional questions which he was able to mentally process correctly, including his name, date of birth, address, and the he school attended. BOGINSKIY said he should get a “$300 ticket and released within 36 hours, referring to his “time out” window. BOGINSKIY then started complaining about the lack of evidence.

He was shown the video of him masturbating captured by KR and became enraged. BOGINSKIY then spit multiple times at the two investigators, CL and MM, who were interviewing him. The spit hit CL’s chest, face and binder. MM was able to block the spit with his binder. Ramsey County Correctional Officers entered the room and the interview ended. BOGINSKIY has four prior felony convictions and multiple pending criminal cases, including 2 felony cases in Ramsey County: Theft of a Motor Vehicle, ••-CR-••-•••• and 5th Degree Drugs – Possession, 62-CR- 25-5803. He is currently undergoing the Rule 20 process.
