On December 2, 2025, at approximately 9:06 P.M., Hopkins Police Officer Early was on routine patrol when he received a FLOCK automated license plate reader notification for a silver Chevrolet Equinox bearing Minnesota license plate [PLATE REDACTED] indicating that the registered owner DAVID SMITH, [DOB REDACTED], the defendant herein, had a gross misdemeanor warrant for Driving After Cancellation Inimical to Public Safety. Officer Early located the vehicle near the intersection of 5th Avenue North and Minnetonka Mills Road in the City of Hopkins, Hennepin County, Minnesota.
Officer Early initiated a traffic stop and spoke with the defendant driver, who was then placed under arrest. Routine checks reveal the defendant’s driving privileges were cancelled as inimical to public safety on July 15, 2019, with notice being provided the same day. The defendant later enrolled in the ignition interlock program and had various violations. Most recently, on December 2, 2024, the defendant was provided notice when a cancelled driver has to re-start the ignition interlock program and his privileges withdrawn.
The defendant’s driving privileges were not re-instated as of December 2, 2025. Routine checks further reveal the defendant has a pending Driving After Cancellation-Inimical to Public Safety (see court file ••-CR-••-••••) from November 12, 2025.
