On October 10, 2025, officers responded to a call for fraudulent gift card use at Hy-Vee at [ADDRESS REDACTED] North, in the City of Brooklyn Park, County of Hennepin, State of Minnesota. Officers learned that multiple individuals had used fraudulent gift cards to make purchases. Officers spoke with Hy-Vee loss prevention staff, who stated that the company had been receiving a large number of complaints from customers who were reporting funds missing from gift cards. Hy-Vee was able to determine that someone had been able to compromise the numbering system on the cards and used this access to load numbers and other information belonging to existing gift cards onto blank transaction cards and using those blank transaction cards to make purchases before the owners of the gift cards were able to do so.
Officers learned that on July 12, 2025, someone ordered 8 different versions of $5 gift cards to be delivered to an “Eric Kvamme” at an address in Brooklyn Park using an email address containing the name “Eric Kvamme” to place the order. Hy-Vee received a call from an individual identifying himself as “Kvamme” regarding the order. Officers also learned that a suspect had been going to Hy-Vee gas stations and attempting transactions with the cards to ensure that they were active and had funds before cancelling the transactions.
Hy-Vee tracked the compromised cards and determined that they were used in transactions across the State. Two of the fraudulent gift cards were used in transactions at the Hy-Vee in Plymouth on August 20, 2025, one for $69.65 at the grocery store and $207.56 at the liquor store. The individual using the card at the liquor store presented an ID card that showed he was Eric Daniel Kvamme [DOB REDACTED]. Surveillance footage, the picture visible on the ID card, and DVS photos of Kvamme all matched. Officers reviewed surveillance from multiple other incidents and identified Kvamme as the suspect multiple other incidents.
Officers were able to identify the following incidents where Kvamme used fraudulent gift cards to make purchases: $120.98 in Brooklyn Park on August 16, 2025. $662.53 in Maple Grove on August 20, 2025. $772.19 in Brooklyn Park on August 20, 2025. $300.26 in Brooklyn Park on August 21, 2025. $200 in Lakeville on August 23, 2025. $260.51 in Brooklyn Park on August 27, 2025. In total, Kvamme made a total of approximately $2,316.47 in purchases using fraudulent gift cards at Hy- Vee stores in Minnesota between August 16, 2025, and August 27, 2025. Officers also learned that several other individuals had been using fraudulent gift cards at the Brooklyn Park Hy-Vee and other locations.
Officers were able to identify one of the individuals as Troy Allen Rivord [DOB REDACTED] based on prior contacts with law enforcement and known association with Kvamme. Specifically, Rivord and Kvamme were involved in a similar scheme using fraudulent gift cards from Kwik Trip stores. Rivord was seen on surveillance conducting the following transactions at the Brooklyn Park Hy- Vee using fraudulent gift cards: $463.24 and $460.24 on August 20, 2025. $65.95 on August 22, 2025. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 5/7/2026 $27.91 on August 27, 2025. In total, Rivord made a total of approximately $1,110.34 in purchases using fraudulent gift cards at Brooklyn Park Hy-Vee stores between August 20, 2025, and August 27, 2025. Kvamme has pending cases out of Oakdale and Rochester involving similar conduct.
