Probable Cause
On February 25, 2026, law enforcement received notification that there was a non-compliant offender, Arthur Earl Dukes, [DOB REDACTED] (Defendant herein) in custody at the Hennepin County Jail. Defendant previously acknowledged his registration requirements on 12/29/2023 in a 27-point duty to register document in which the Defendant acknowledged his duty to report to the law enforcement agency with jurisdiction in the area where he will be staying at least once each week if he does not have a primary address.
Defendant reported “Homeless in Minneapolis” as his address during a 11/24/2025 change of information. The Defendant has not checked in for his weekly requirement since 11/24/2025. Defendant in a post Miranda interview told law enforcement that he has never checked in when homeless. The Defendant was previously convicted of a Predatory Offender Registration Requirement offense in court file 27-CR-19-20927. The State is requesting a warrant because the Defendant has no identifiable permanent address.
