The Complainant having reviewed the applicable reports believes the following facts to be true: On May 29, 2025, at 9:20 AM, St. Paul police were called to the scene of a motor vehicle crash in the parking lot located at [ADDRESS REDACTED]. In St. Paul, Ramsey County, Minnesota. On arrival, officers spoke with Metro Transit and St. Paul Fire personnel who said that the lone male driver of the striking vehicle, later identified as ANTHONY JOHN HARTMAN [DOB REDACTED], Defendant herein, was unconscious and overdosing on a suspected controlled substance when they arrived.
They were able to revive him with two doses of Narcan. A witness at the scene reported seeing Defendant "passed out and blue" at the wheel as his vehicle slowly collided with another parked car in the lot. Defendant was holding a straw with residue when he was pulled from the vehicle for treatment. Once Defendant was revived, officers observed that he had "pinpoint" pupils. He failed two field sobriety tests before being taken to Regions Hospital. A search warrant for a blood test was obtained and defendant voluntarily consented to a blood draw, conducted at 11:11 AM, the results of which revealed the presence of methamphetamines and fentanyl.
Defendant admitted that he ingested fentanyl just before crashing his vehicle. Defendant has a prior conviction for DWI - Controlled Substance from 7-19-2022.
