On November 23, 2025, at approximately 11:34 P.M., Saint Paul Officers were dispatched on a domestic assault report. Officer Mendez arrived and spoke with SRH outside at the intersection of Grand Avenue and Avon Street. SRH was emotional, cried, and her voice trembled while speaking with officers. SRH said she has known JEREMY MITCHEL SWANSON, [DOB REDACTED] for approximately seventeen years. She and SWANSON have dated throughout those years, and they have broken up multiple times. She reconnected with SWANSON approximately three weeks prior, and they formed an intimate relationship.
On this night, she and SWANSON went to a local bar, but she could not remember which one. SWANSON had alcohol drinks at the bar. They left the bar and SWANSON drove them back to his apartment located on the 700 block of Grand Avenue, Saint Paul, County of Ramsey. SWANSON parked his vehicle-a 2021 black Volkswagen Jetta-near the Walgreens on Grand Avenue. SRW and SWANSON walked through the alley toward SWANSON’s apartment. They argued. SWANSON grabbed her by the neck with his right hand, lifting her feet off of the ground, and choked her for approximately three to five seconds.
He pressed her against the wooden fence located in the alley behind his apartment. She was not able to breathe and thought SWANSON was going to kill her. SRH said her throat was sore. SWANSON let go of her neck and went to his apartment. She followed him because she had personal work property there that she needed. In the apartment, SRH said something about telling her brother. SWANSON slammed a glass bottle on his apartment floor, shattering glass all over the place. She left the apartment shortly after and called her brother, TAH. TAH told her to call 911. Officers located SWANSON’s vehicle south of the intersection of Grotto Street and Grand Avenue.
A pickup and hold was issued for SWANSON. On November 24, 2025, SWANSON called dispatch and wanted to speak to officers. Officer Spann went to SWANSON’s residence on Grand Avenue. SWANSON met Officer Spann outside and was arrested. After a Miranda advisory, SWANSON spoke to an investigator. SWANSON said he went to Sweeney’s Bar with his girlfriend, SRH, at approximately 8:30 P.M. He also met his friend there. He and SRH had alcoholic beverages. When they left the bar, his friend went his separate way.
When asked about a verbal or physical altercation, SWANSON said he did not remember anything except breaking a glass inside his apartment. He said he believed he fell because he has a bruise on his head. SWANSON said SRH called him and told him police were possibly looking for him due to the physical altercation that happened between them.
