At approximately 10:50 PM on November 14, 2025, Deputy Pufahl of the Carver County Sheriff’s Office was dispatched to Floyd’s Bar in the City of Victoria, Carver County. The reporting party indicated that a male that had been drinking in the bar was currently sitting in the driver’s seat of a truck with Minnesota registration EZH663. Deputy Pufahl responded and located the vehicle. Deputy Pufahl parked without blocking the vehicle and approached on foot. Deputy Pufahl identified the male in the driver’s seat to be Joshua Butch Anderson [DOB REDACTED], hereinafter Defendant.
Deputy Pufahl noted a strong odor of alcohol coming from Defendant and observed an open container of marijuana on the center console. Corporal Klukas noted loud music coming from the vehicle as they approached and observed Defendant turn off and removed the keys from the ignition. Deputy Pufahl asked Defendant to exit the vehicle and Defendant refused. Corporal Klukas ordered Defendant out of the vehicle and Defendant responded “yeah, you’re gonna have to force me out of the car.” Defendant then quickly exited the vehicle and took a fighting stance.
Defendant was informed he was under arrest and was handcuffed. Defendant began resisting efforts to be placed in a squad car, pushing his body against the car and thrashing his head around. Defendant was ultimately subdued by multiple deputies and placed on a stretcher to be transported to the Carver County Jail by ambulance. During the process of subduing Defendant, Defendant kicked J. O., one of the EMT’s that had responded to the scene. J. O. Stated Defendant had kicked her in the left breast and that it had left a red mark.
Defendant had to be placed in a restraint chair at the jail and was then read the Minnesota Breath Test Advisory. Defendant began yelling that he wanted a lawyer, but would not answer when deputies asked who he would like them to call. Defendant was then asked if he would take a breath test and Defendant responded “no.” Defendant later kicked Detention Deputy Philippe in the leg which caused a bruise.
