13 A.M., Officer Alex Heck took a report of a missing juvenile. Witness 1 reported that his step-daughter, Juvenile Female A, age 15, was missing. She was last seen at their apartment in Willmar, Minnesota around 11:00 P.M. On April 25. He noticed she left the apartment at 2:00 A.M. On April 26. Juvenile Female A packed a suitcase with her clothes and other belongings before she left. Witness 1 reported that Juvenile Female A has a history of running away. The last time she ran away was in their home country to be with RONI ALEXIS VASQUEZ BORGES [DOB REDACTED]. The family did not approve of the relationship which is why they moved to Willmar to get Juvenile Female A away from VASQUEZ BORGES. VASQUEZ BORGES followed their family here.
Witness 1 believes that Juvenile Female A ran away to be with VASQUEZ BORGES. Witness 1 believed that VASQUEZ BORGES may be going by a different name in the United States and does not know where he is currently living. Witness 1 provided Juvenile Female A’s phone number. Officer Ross Smeby reviewed surveillance video from the apartment complex where the family lived. The video shows Juvenile Female A leave her apartment building and walk away from the complex while she is on the phone. Juvenile Female A called her parents approximately 8 days after leaving from a Nicaraguan phone number.
She stated she was with VASQUEZ BORGES and was fine. The number was shut down after that. Juvenile Female A had not been active on her social media accounts. On October 28, 2025, Detective Cortez Arredondo received a tip about a Facebook profile with the name Vasques Borges Roni Alexis with an address in Appleton, Wisconsin. Upon reviewing this account page, Detective Arredondo noted several photographs uploaded as recently as “one day ago”, which would have been 10/27/2025, of the male individual and the missing Juvenile Female A. 2 34-CR-26-38 Filed in District Court State of Minnesota 1/22/2026 Detective Arredondo obtained a search warrant for the account information for this Facebook profile which was provided by Meta on November 5, 2025. The Facebook account was accessed consistently from an IP address in Milwaukee, Wisconsin.
Detective Arredondo also obtained a search warrant for account information for Juvenile Female A’s Facebook account. There was a phone number linked to her account. Detective Arredondo obtained a search warrant for the account information for the associated phone number. He received this information on December 15, 2025 which indicated an address of [ADDRESS REDACTED], Oshkosh, Wisconsin 54901. The number was activated on June 16, 2025. The records also contained GPS coordinates from where the phone was when it was being used.
These coordinates were consistent located in Oshkosh, WI and within a 15 mile radius of the residence on Cherry Street. On December 16, 2025, Detective Arredondo contacted the Oshkosh Police Department to follow up on this information. Detective Arredondo noted that Juvenile Female A updated her profile picture on Facebook on December 22, 2025 to a photograph outside of a residence. The residence in the photograph matched the Cherry Street residence based on a Google Maps search. Juvenile Female A was located at the Cherry Street address in Oshkosh on January 7, 2026. She was turned over to her parents at approximately 1:00 A.M. On January 8, 2026. The family immediately returned to their residence in Willmar, MN. On January 8, 2026, at approximately 11:49 A.M. Witness 1 reported that Juvenile Female A was missing again.
