On June 12, 2025, a CI working with VOTF investigators made contact with Robert Rashawn Clark, [DOB REDACTED], Defendant herein. Defendant agreed to sell CI an amount of cocaine. Defendant arranged to meet CI in an area of Waite Park, Stearns County. VOTF investigators observed Defendant meet with CI during the exchange. After Defendant left the area, CI turned over 2.79 grams containing cocaine they purchased from Defendant. On June 16, 2025, VOTF conducted another operation against Defendant. During this controlled purchase, Defendant agreed to sell a CI an amount of cocaine at a location in Waite Park, Stearns County.
During surveillance, VOTF investigators observed Defendant meet with CI. CI met with investigators and turned over 4.42 grams containing cocaine they purchased from Defendant. On June 23, 2025, Defendant made contact with a CI cooperating with VOTF. Defendant agreed to sell CI cocaine at a location in Waite Park, Stearns County. CI met Defendant at the predetermined location and purchased the cocaine. Following the controlled purchase, CI gave investigators 7.82 grams of cocaine they purchased from Defendant.
Cell phone information revealed Defendant was utilizing the same phone number as previous controlled substance transactions. On July 16, 2025, a CI made contact with Defendant. Defendant made arrangements to sell CI an amount of cocaine at a location in St. Cloud, Stearns County. CI later met Defendant at the location he specified. While there, Defendant sold CI 9.81 grams containing cocaine. After meeting with Defendant, CI provided the cocaine to VOTF investigators and confirmed Defendant was the individual that completed the sale.
On July 28, 2025, VOTF conducted another operation against Defendant. On this date, Defendant spoke with a CI cooperating with investigators and agreed to sell an amount of cocaine. Defendant arranged for the sale to take place at a location in St. Cloud, Stearns County. As VOTF investigators looked on, Defendant met with CI and sold them 11.36 grams containing cocaine. On August 4, 2025, Defendant spoke with a CI working with VOTF. During that conversation, Defendant agreed to sell CI an amount of cocaine at a location in St. Cloud, Stearns County.
Later that same day, VOTF members observed Defendant meet with CI and sell 12 grams containing cocaine. On August 13, 2025, VOTF investigators learned Defendant spoke with a CI and agreed to sell an amount of cocaine to them. Defendant directed CI to several locations around the St. Cloud area, but ultimately met CI at a location he designated in Benton County. Defendant met with CI and sold them 7.01 grams containing cocaine. Through the above operations VOTF recovered 55.21 grams containing cocaine from Defendant.
