On January 6, 2026, at 11:01 P.M., Minnesota State Troopers were on routine patrol in a fully marked, state-issued squad car traveling westbound on I-94 at 53rd Avenue in Golden Valley, Hennepin County, Minnesota. Troopers observed a silver Mercedes bearing Minnesota license plate [PLATE REDACTED] with dark window tint. The vehicle was weaving over lane lines, traveling below the posted speed limit at times, and operating with its turn signal activated. The driver was later identified as Kennedy, Canichell Surprise ([DOB REDACTED], hereinafter “Defendant”). Troopers ran the vehicle’s license plate and learned that the registration had expired in July 2025. At that point, Troopers activated their in-car video system and continued to observe the Defendant’s driving conduct.
Troopers positioned their squad behind the Defendant’s vehicle and activated emergency lights while eastbound on I-94 at 53rd Avenue in Brooklyn Center, Hennepin County, Minnesota. The Defendant moved from the left lane to the far-right lane but continued driving, passing multiple safe opportunities to stop on the right shoulder. The Defendant passed another vehicle that was stopping for Troopers’ emergency lights and took the exit to eastbound I-694. At that time, Troopers also activated their sirens.
The Defendant continued driving and accelerated toward the end of the ramp, at which point Troopers notified dispatch that a pursuit was underway. A second Trooper positioned directly behind the lead squad began calling out the pursuit over the radio. Another Trooper moved in front of the Defendant’s vehicle with emergency lights and sirens activated in an attempt to slow the vehicle. The Defendant attempted to evade by cutting left to go around the Trooper’s squad. A PIT maneuver was then conducted, successfully disabling the Defendant’s vehicle on eastbound I- 694 near East River Road in Fridley.
Troopers ordered the Defendant to show her hands; however, she failed to comply. Troopers approached and opened the driver’s door, at which point the Defendant was observed holding a Four Loko alcoholic beverage in her hand. The Defendant was removed from the vehicle. While in close proximity, Troopers detected a strong odor of an alcoholic beverage coming from the Defendant’s person. The Defendant was placed under arrest, searched, and secured in the backseat of a squad car. The vehicle was inventoried and towed from the scene.
During the inventory, Troopers located a nearly empty Four Loko can, an open bottle of tequila, and a nearly empty bottle of champagne inside the vehicle. Troopers transported the Defendant to the Hennepin County Jail for testing. During transport, the Defendant repeatedly asked why she was under arrest and exhibited slurred speech. At the Hennepin County Jail, Troopers read the Breath Test Advisory to the Defendant at 11:32 P.M. The Defendant stated she did not understand the advisory and repeatedly talked over Troopers as it was being read.
