The Complainant having reviewed the applicable reports believes the following facts to be true: On April 27, 2025, at approximately 02:52 A.M., a Minnesota State Patrol Trooper was on routine patrol traveling eastbound on I-94 from MN-280 in the city of St. Paul, Ramsey County, Minnesota. The Trooper observed a vehicle (MN plate ZBW670) traveling at a high rate of speed (approximately 87 mph in a posted 55 mph zone) and conducted a traffic stop. The driver was identified as Steven Micah Fuller, [DOB REDACTED], MN [DL# REDACTED] L192103251112, defendant herein.
The Trooper immediately observed an odor of alcohol, and observed defendant to have slow, slurred, lethargic speech, and slow motor movements. Defendant admitted he had a firearm in his possession, and the trooper searched him and discovered a pistol in Defendant's pocket (Ruger SR40C.40 caliber); a record check would eventually reveal that Defendant had a permit to carry. Defendant performed poorly on one field sobriety test, but only one was performed, as Defendant claimed he was having chest pains and an ambulance was called.
He was transported to a hospital, where a warrant for a blood draw was sought and obtained. At approximately 4:29 A.M., defendant’s blood was drawn pursuant to the search warrant. Analysis of the blood sample revealed an alcohol concentration of.108. Defendant has a prior alcohol- related [DL# REDACTED] from 2024.
