On August 25, 2025, officers were on routine patrol in the area of Century Avenue South and Upper Afton Road in Woodbury, Washington County, Minnesota. Officers ran a plate on a white Chevrolet Silverado. The plate returned to a blue Chevrolet Silverado. Officers followed the truck, which drove through a neighborhood without making any stops. The truck then failed to use its blinker to signal a right turn. Officers initiated a traffic stop. The driver stated that he did not have his license on his person, and gave a name and a birthdate.

When officers returned to their squad to run the name, the driver turned on the truck and accelerated away from the stop. Officers did not pursue. Officers sent out a crime alert with screenshots of the suspect from body worn camera. Officers were able to identify the driver as JABAR PEDRO MORAREND, [DOB REDACTED]. Officers learned that the license plate on the white truck belonged to a blue Silverado out of Black River Falls, Wisconsin. Morarend has pending cases for check forgery, failure to register (25-CR-25-1504), and first degree burglary (24-CR-25-1437). Morarend is out of custody.
