Probable Cause
On August 11, 2025, at approximately 6:57 P.M., police responded to an apartment complex located at [ADDRESS REDACTED], Ramsey County, Minnesota. The caller reported that he was selling a tablet, and the buyer grabbed it and ran away without paying for it. Police were unable to locate the suspect. Police spoke with the complainant, WEMV, who said he was selling his iPad on Facebook Marketplace. WEMV reported that he met the suspect outside of his apartment. WEMV said the suspect asked him about the iPad and asked if he took Apple Pay.
WEMV handed the suspect the iPad. WEMV reported that the suspect pushed him to the side and ran off with the iPad without paying. WEMV provided police with a photograph of the suspect from the suspect’s Facebook account, Facebook Messenger messages between WEMV and the suspect, and the suspect’s Facebook account. Through investigation, the suspect was identified as KENTRELL BERNARD MCGRAW – [DOB REDACTED]. Surveillance footage from the apartment complex showed MCGRAW enter the apartment vestibule and meet with WEMV. MCGRAW moved his hand and motioned at something.
When WEMV looked down, MCGRAW took off running with the iPad. Police spoke with MCGRAW by phone. MCGRAW denied having an iPad and said other people use his Facebook account. MCGRAW said he would turn himself in if needed but would not provide police with his address or location.
