The Complainant having reviewed the applicable reports believes the following facts to be true: On or about June 15, 2025, at around 1237 hours, Officers with the St. Paul Police Department were dispatched to [ADDRESS REDACTED], in the City of St. Paul, Ramsey County, Minnesota, about a single motor vehicle collision. Upon arrival, officers observed a maroon Buick Century motor vehicle, bearing MN Lic. Plate No. KCW574, resting against the telephone/utility pole with smoke coming out of it. They made contact with Savannah J. BUGG, [DOB REDACTED], Defendant herein, who was visibly upset and crying, worried about her daughter who was in still in the car.
Defendant claimed she struck the utility pole because she was trying to avoid hitting a cat that had run into the road. However, a witness at the scene reported seeing Defendant speeding and swerving side to side as as she traveled southbound on Edgerton. Defendant drove over the curb and struck a telephone/utility pole. Officers administered standard field sobriety tests to Defendant and observed signs of impairment and arrested her for DWI. They obtained a search warrant for blood from the Honorable Ramsey County Judge Laura Nelson.
Defendant consent to the blood test and a sample was drawn by a registered nurse and later submitted to the BCA for testing. Analysis of the blood sample revealed the presence of cocaine (Schedule 2 Drug), Fentanyl (Schedule 1 Drug) and norfentanyl (Schedule 2 Drug).
