On November 29, 2025, Minneapolis Police officers were working in a fully marked squad while on routine patrol near the intersection of 11th Street South and 15th Avenue South in Minneapolis, Hennepin County, Minnesota. As officers turned eastbound onto 15th Avenue South from 11th Street South, they observed a male later identified as FRANKLIN PAUL BAIL ([DOB REDACTED], hereafter Defendant) with his upper torso inside the passenger-side window of a tan 2014 Jeep Cherokee bearing Wisconsin license plate [PLATE REDACTED]. As officers approached, they observed that the passenger-side window of the vehicle was shattered and Defendant appeared to be rummaging through items inside the vehicle.
Officers exited their squad and approached Defendant, informing him that he was under arrest. Defendant complied with officers’ commands and was placed in handcuffs. Officers escorted Defendant to the squad car to conduct a search incident to arrest. Before the search, officers asked Defendant whether he had anything on his person that could harm them. Defendant stated that he had a firearm in his jacket pocket on the right side. Officers then located a firearm in the second layer of Defendant’s right jacket pocket.
Defendant stated that he had found the firearm in the vehicle he had been observed inside. Officers secured the firearm and removed the magazine, observing live rounds loaded in the magazine. Officers also observed small shards of glass on Defendant’s clothing consistent with the shattered glass located on the ground and inside the passenger seat area of the vehicle. During the search, officers also located a green and black window punch in Defendant’s front left pocket and three cellular phones in Defendant’s possession.
A records check revealed that on July 6, 2023, Defendant was adjudicated delinquent for Possession of Ammunition/Pistol/Assault Weapon by a Person Under 18 in Hennepin County case number 27-JV-23- 318, making Defendant a prohibited person from possessing a firearm. Defendant is currently out of custody.
