The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On October 9, 2025, at about noon, Ramsey County Emergency 911 received a call from a man who reported that another man had pointed a possible gun at him in the parking lot of an office building at [ADDRESS REDACTED]. B, Roseville, Ramsey County. Roseville Police responded and met with the caller, LMB ([DOB REDACTED]), who appeared to be very frightened. He said that he had driven to the building for a meeting, exited his vehicle, and locked his doors.
He said that a white sedan then pulled up, and its driver began to yell at him accusingly. He said that the man – who was unknown to him – then pointed a long object with a black scope directly at him. He said that he was so terrified that it took him several moments to unlock his vehicle doors and drive away. Just over 30 minutes later, Ramsey County Emergency 911 received a second report of an unknown man in a white sedan acting in a threatening way, this time outside of a home about two miles east of [ADDRESS REDACTED]. B (25-032523). Officers met with the second caller and his companion, who were making an Amazon delivery at the home.
They said that a man had driven up in a white Honda Accord, briefly blocked them in the driveway, and aggressively questioned them. They said that eventually the man drove away northbound. Officers found the Accord apparently stalled on Rice St. At Highway 36. A man matching the description provided by the witnesses was using a gas can to refuel. He was detained and identified as the defendant, SENAI MICHAEL TESFALDET ([DOB REDACTED]). Inside of the Accord, officers could see in plain view the grip, trigger and trigger guard, and scope of what appeared to be a firearm.
It was removed and found to be a crossbow with a mounted scope. Also inside of the vehicle was a second, much larger crossbow, as well as five crossbow bolts. All were recovered. LMB was brought to the site of the arrest for identification purposes. At first, he was not certain that the defendant was the man who had threatened him. But when he saw the crossbow and scope on top of the Accord (where it had briefly been placed following the search), he immediately recognized it and then was able to confirm both the defendant and the vehicle.
