On December 20, 2025, at approximately 6:48 P.M., St. Cloud Police Sergeant Roger Baumann approached a red light southbound on 10th Ave. N. Near 2nd St. N., City of St. Cloud, County of Stearns, Minnesota. Sgt. Baumann ran a license plate check on the vehicle that was in front of him that displayed Minnesota License SJG123 and was registered to OKELLO ATUK OKOTH [DOB REDACTED], the Defendant herein. The Defendant's driving status was revoked. Sgt. Baumann observed a sole driver and believed the driver to be the Defendant.
After the light turned green, Sgt. Baumann initiated a traffic stop with his lights. The Defendant continued to drive south at the speed limit. Sgt. Baumann then activated his sirens to alert the Defendant more to the traffic stop. The Defendant then began to accelerate above the speed limit, rather than pull over. It was clear that the Defendant began to use elusive tactics in an attempt to elude the traffic stop by swerving between vehicles and drastically increasing his speed. Because of the road conditions, Sgt.
Baumann did not pursue it directly but turned onto 4th St. S. Here, he observed the Defendant driving east on 5th St. S., which is a westbound one-way. The Defendant did not stop for the stop sign on the intersection of 6th Ave. S. And 4th St. S. The Defendant then pulled into an alley behind 320 7th Ave. S., City of St. Cloud, County of Stearns, Minnesota. The Defendant exited his vehicle and began to flee on foot, running east and cutting between the houses there. Sgt. Baumann began to pursue the Defendant on foot, and located him hiding in a recessed window sill.
Upon arrest, the Defendant was holding the keys that belonged to the vehicle with Minnesota License SJG123. Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 20th day of December, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
