On July 3, 2018, Isaiah Phelix Ramirez, [DOB REDACTED], the Defendant herein was convicted of 4th Degree Criminal Sexual Conduct in Renville County Court File #65-CR-18-62, requiring him to register as a Predatory Offender with the State of Minnesota. On or about October 10, 2025, Ramirez reported an address of [ADDRESS REDACTED] East, Northfield, Minnesota on his Predatory Offender registration. On January 27, 2026, Deputy Braydon Ortloff of the Renville County Sheriff’s Office looked up Ramirez’ address in the statewide supervision system and observed a reported address of [ADDRESS REDACTED] South, Renville, Minnesota.
Deputy Ortloff communicated this information to the Northfield Police Department. On January 27, 2026, Officer Isaac Dahl of the Northfield Police Department went to [ADDRESS REDACTED] East in Northfield to verify if Ramirez was living there. Officer Dahl spoke with the house manager who informed Officer Dahl that Ramirez was not living there and had never lived at [ADDRESS REDACTED] East. The house manager suggested that Officer Dahl check the other treatment location at [ADDRESS REDACTED] West for Ramirez.
Officer Dahl went to [ADDRESS REDACTED] West and learned that Ramirez was not living at that address. On January 27, 2026, Deputy Ortloff also contacted Ramirez’ probation agent, Jay Vagle. Agent Vagle advised Deputy Ortloff that Ramirez was currently believed to be at Prairie St. John’s Hospital in Fargo, North Dakota. Agent Vagle also told Deputy Ortloff that Ramirez had gone back to his mother’s home in Renville January 8th and 9th, 2026, but was then transported to Prairie St. Johns.
