On or about November 8, 2025, Officers with the Grand Rapids Police Department were dispatched to a reported disturbance at 1468 SE 2nd Ave, Apartment C4, in Grand Rapids, Itasca County, Minnesota. At approximately 2:00 am, Officer Sam Hussman made contact with the owner of the apartment, N. T-R. M- A, as well as other occupants J. E. H, S. L. C, Z. M. M. K, and N. M. S. While speaking with Officer Hussman, N. T-R. M-A. Indicated that she had left the apartment so that J. E. H. And S. L. C could be alone.
While N. T- R. M-A. Was gone, Jasmine Nicole Wannigman [DOB REDACTED], hereafter known as Defendant, and B. I. B., a juvenile, arrived at the apartment, because B. I. B. Was in a relationship with J. E. H. And reported to be pregnant with his child. The occupants of the apartment reported Defendant and B. I. B. Began banging and kicking at the front door. It was further reported that the front door eventually gave in once the dead bolt and door frame broke as a result of Defendant and B. I. B. Kicking it.
Officers additionally noted the trim from the outside screen door had broken off. According to the occupants of the apartment, Defendant and B. I. B. Then went inside of the apartment, but left once they were informed police would be called. Officers went to B. I. B.'s residence, but were unable to locate her. While out on routine patrol, at approximately 3:03 am, Office Hussman observed a vehicle driving on Pokegama Ave in Grand Rapids, Itasca County, Minnestoa without head lights or tail lights on.
Officer Hussman conducted a traffic stop on the vehicle. Officer Hussman made contact with Defendant, who was the driver and owner. B. I. B. Was in the passenger seat. Speaking with Defendant, Officer Hussman learned that Defendant was texted by B. I. B. And picked up B. I. B. To drive her to the apartment. Defendant admitted to kicking the door. While speaking with Defendant, Officer Hussman noted an odor of alcoholic beverage coming from her person. Defendant admitted to having an alcoholic drink hours prior to driving.
Defendant gave a valid PBT which showed a result of 0.16. Officer Hussman conducted standardized field sobriety tests on Defendant, wherein Officer Hussman observed multiple clues of impairment. Defendant gave another valid PBT sample of 0.14, and was placed under arrest for DWI and under age drinking. Defendant was transported to the jail, and Officer Hussman read the breath test advisory at 3:48 am. Defendant stated she understood the advisory, declined speaking with an attorney, and agreed to the test.
Sergeant Smith conducted the DMT test, which revealed a final blood alcohol content of 0.10. The apartment building received a quote for repairs to the front door from Expert Building Services, with a damage amount of $2,458.00. PLEASE TAKE NOTICE: Pursuant to Minn.
