On December 3, 2025, law enforcement was conducting surveillance in the area of [ADDRESS REDACTED] West, Minneapolis, Hennepin County, Minnesota. They had a narcotics search warrant for the person and vehicle of PHILLIP ANDREW ANDERSON, [DOB REDACTED], DEFENDANT herein. Officers observed DEFENDANT exiting an apartment building at that address carrying a brown plastic Cub bag. He entered his Kia in the front passenger seat. There was a female driver. The vehicle left the area. Officers pursued and positioned themselves to stop the vehicle to execute the warrants.
They stopped the vehicle near Hennepin Avenue East and 12th Avenue SE by activating their emergency lights. DEFENDANT exited and fled on foot. An officer saw him carrying a bag similar to the Cub bag while running. He was apprehended nearby. Officers conducted an article search of DEFENDANT'S flight path and located the Cub bag. It held 192.09 grams of field-tested positive fentanyl. The quantity is more than personal use amount and indicates intent to sell. Officers then transitioned to 3540 11th Avenue South, #10, Minneapolis to execute a related search warrant.
Inside, they found a safe which held $5,000. DEFENDANT had provided the code to the safe. In a post-Miranda interview, DEFENDANT admitted to fleeing from police but denied throwing the Cub bag. He admitted the money was his. DEFENDANT has a pending felony for Financial Transaction Card Fraud (••-CR-••-••••). DEFENDANT is currently in custody.
