On May 23, 2025, Officers were dispatched to 5870 142nd Ave., in the city of Ramsey, Anoka County, Minnesota, to investigate a possible theft. The 911 caller D. J. C. [DOB REDACTED], told police dispatch that a Thomas James Smrt [DOB REDACTED], hereinafter the Defendant, was taking items out of her trailer. D. J. C. Reported that she was observing him do this on her ring camera. D. J. C. Told police that the Defendant had been previously trespassed from her property, and had an active warrant for his arrest.
While in route to the location Officer Pipenhagen reviewed the Defendant’s criminal history and learned that he had an active misdemeanor warrant for his arrest from Hennepin County. He requested dispatch confirm the warrant, which was confirmed. Officer Pipenhagen arrived on scene and found the Defendant. He placed him under arrest and searched him incident to arrest. Officers located several glass bubble pipes in his front jacket pocket, with a burnt residue inside of them. Police also located two small plastic baggies containing a white crystalline substance which were field test positive as methamphetamine.
Both items were submitted to the Midwest Forensic Laboratory for final testing. Both items were confirmed to be methamphetamine. One weighed 4.395 grams and the other weighed 50.568 grams.
