On April 2, 2026, at approximately 1:12 A.M., Saint Paul Officer Judd stopped a white Kia operating without headlights or taillights on White Bear Avenue North, Saint Paul, County of Ramsey. Officer Judd activated squad emergency lights and stopped the vehicle just north of the White Bear Avenue North and 3rd Street East intersection. The vehicle was occupied by three people. The driver was a Black female, large build, black hair, wearing a white t-shirt and black pants. The driver identified self as MAHOGANY ESSENCE LOGGINS, [DOB REDACTED]. Officer Judd noted the LOGGINS’s DVS photo matched her description.
The rear passenger identified self as D. Jones. This name did not return on file. A tire terminator was placed under the driver’s side rear tire. Officer Judd returned to the vehicle and asked the male passenger to exit. The vehicle fled north on White Bear Avenue, running over the terminator. A pick up and hold was issued for LOGGINS and an alert was entered for the vehicle. On April 2, 2026, at approximately 8:45 A.M., Roseville Police located the vehicle in the parking lot of Motel 6, Cleveland Avenue, Roseville.
The vehicle had a flat tire. LOGGINS was one of the parties detained. Officer Judd arrived and took custody of LOGGINS. Sgt. Moore reviewed body camera of the officer who spoke with LOGGINS, compared the image to the DVS photo of LOGGINS, and recognized the driver as LOGGINS. Sgt. Moore reviewed Officer Mercado’s body camera video. Officer Mercado took custody of LOGGINS from Roseville Police. Sgt. Moore recognized the female as LOGGINS.
