On May 14, 2026, an officer with the Bloomington Police Department was on routine patrol in the area of the Suburban Studios hotel on Lyndale Avenue in Bloomington, Hennepin County, Minnesota when the officer observed a male, later identified as RICHARD DAVID ALLEN RADOUSH, [DOB redacted], DEFENDANT, standing in front of the hotel for over fifteen minutes without any apparent purpose. The officer knew the area was known to have frequent criminal activity including controlled substance violations, prostitution, and arrests for outstanding warrants.
The officer observed Defendant walking out of the hotel parking lot to a nearby bus stop. Defendant sat at the bus stop for approximately another fifteen minutes during which Defendant was looking over his shoulders, speaking on a cell phone numerous times, and smoking a cigarette. Defendant then walked back towards the hotel parking lot toward a vehicle that had its passenger door open. Defendant approached a female standing near the open door and stood there for no longer than ten seconds during which time Defendant and the female exchanged an unknown item in a brief hand-to-hand transaction.
Defendant then walked through the parking lot and back towards the bus stop. The officer believed the interaction to be a hand-to-hand drug transaction and initiated a stop of Defendant. Defendant identified himself as “Richard Robert Radoush, 7/13/1979”. When the officer ran checks, the officer learned Defendant had several warrants from Hennepin and Anoka County. Defendant was arrested and his person was searched. During the search of Defendant’s backpack, the officer found a syringe with an orange cap that contained a white powdery substance and a white powdery substance.
The white powdery substance was later weighed and field-tested. It weighed 0.19 gram and field-tested positive for methamphetamine. Defendant was convicted of Second-Degree Drug on May 15, 2015, in ••-CR-••-•••• and of Fifth Degree Drug on January 25, 2022, in ••-CR-••-•••• which makes possession of any amount of methamphetamine a felony offense. Defendant is currently in custody at the Hennepin County Jail, for that reason the State requests the Complaint issue as a warrant. Defendant failed to appear for sentencing in Hennepin County on April 28, 2025, for that reason, the State requests higher bail.
Defendant also appears to be noncompliant with his predatory offender registration. The investigation into that matter is still pending.
