On May 5, 2026, at approximately 11:55 P.M., police responded to an apartment complex at 2XXX Highway 36 East, North St. Paul, Ramsey County, Minnesota. Dispatch comments stated that a female was yelling at someone to get out and the yelling had been ongoing for 30-45 minutes. There were multiple callers reporting the same thing. While police were en route, dispatch sent an update that the suspect told a neighbor, “I got a Glock and I’ll take you out.” Upon arrival, police were approached by EJB, who said that he was not the complainant but wanted to report an incident with the same female, who was later identified as SHAKEITA SINCLAIR BOYKINS – [DOB REDACTED]. EJB told police that BOYKINS verbally threatened him with physical harm through her window when he was exiting the building.
Police went into the apartment complex and knocked on BOYKINS’s door. BOYKINS answered and walked out into the hallway yelling “What?” multiple times. Police identified themselves and asked about the yelling. BOYKINS responded that she was on the phone with her dad and is a loud person. BOYKINS appeared intoxicated. While speaking with police, BOYKINS yelled the entire time. Eventually, a downstairs neighbor yelled at BOYKINS to be quiet, and BOYKINS yelled back calling that person a “b****” and talked about her kids being loud.
Police had to restrain BOYKINS twice to keep her from going down the stairs. When police tried to ask more about what happened earlier, BOYKINS stated, “Y’all are literally scary as f***,” then asked, “Who wants to die? It’s my birthday. Who wants to die?” BOYKINS was detained without issue. Police went back and spoke with EJB, who said that he was exiting the building with his girlfriend, PIC, when BOYKINS yelled at them through her window and threatened to physically assault them. EJB reported that as he exited the building, BOYKINS screamed out the window, “I heard you reported me to the office, so I’m gonna come down there and beat your ass.” EJB expressed concern for PIC’s safety because she was pregnant.
EJB told police that BOYKINS was upset because his mom complained to management about BOYKINS. PIC confirmed what EJB told police and expressed fear of BOYKINS because of the threats. Police spoke with another neighbor, TH, who told police that she heard BOYKINS yelling at someone to get out then yelled at another neighbor about having a gun and threatening to use it on them. TH reported that the threats by BOYKINS made her feel scared. Police spoke with another neighbor, VALM, who reported that she went to take one of her dogs outside to go to the bathroom when she heard BOYKINS in the hallway.
VALM stated that BOYKINS yelled at her for calling management on her then said that she was going to assault VALM. VALM said that she went outside, and BOYKINS yelled at her out the window and said that she was going to come outside and beat VALM up. VALM reported that BOYKINS then told her, “I got a Glock. I’m about to end your f****** life.” VALM told her son in law to come outside because she did not feel safe and said that the threats from BOYKINS made her feel terrified. Following a Miranda advisory, BOYKINS initially said she did not want to speak with police then said she did.
