On October 26, 2025, officers responded to a domestic abuse in progress call on 15th Avenue SE in Minneapolis, Hennepin County, Minnesota. Dispatched reported that the 911 caller was crying heavily and a male voice was heard yelling, “what are you crying about?” with a female crying out, “you are trying to kill me.” Upon arrival, the Victim was standing outside of the apartment complex. The Victim [NAME REDACTED], PAUL PHELPS [DOB REDACTED], Defendant, had just punched her in the face and stomped on her ribs.
Officers observed scratches on the Victim’s neck and heard her yell out in pain with every movement while holding her stomach/ribcage area. The Victim [NAME REDACTED] was transported to the hospital. Officers arrested Defendant on scene. Medical records indicate the Victim suffered multiple bilateral rib fractures and a contusion to the bottom of her chin. The Victim was admitted to the hospital overnight. Due to the pain, the Victim received regional anesthesia to the area. The Victim confirmed to hospital staff that her boyfriend had assaulted her following a verbal altercation.
Defendant has one prior qualified domestic violence-related offense conviction: ••-CR-••-•••• - Misdemeanor Domestic Assault (convicted 8/4/20) Due to the nature of the assault and Defendant's criminal record, the State is requesting a warrant issue to protect the public and ensure Defendant's presence in court.
