James Ricky Bruner, [DOB REDACTED], was convicted of Possession of Child Pornography on December 19, 2023, in Ramsey County 62CR221849. On April 17, 2024, while Bruner was residing at 1086 27th Avenue NW, New Brighton, Ramsey County, his probation agent visited him and seized his cellular phone after he provided consent. Probation located Child Sexual Abuse Material (CSAM) on the phone. Investigators with the Minnesota Bureau of Criminal Apprehension obtained a search warrant to further analyze the phone.
Investigators located 27 files on the phone that appeared to meet the definition of CSAM. Investigators sent those files to the National Center for Missing and Exploited Children (NCMEC) to determine if those images had been identified as depicting known CSAM victims. NCMEC Child Victim Identification Program identified 21 images from eight different series as known victims of child pornography. Five of those files are described below and form the basis for the separate counts in this complaint. 1. Series: Climbing Friend – this image depicts a prepubescent female appearing to be under the age of 12. She is sitting on a cushion in the nude with her legs spread apart.
Her genitals are lewdly exposed to the viewer. She is wearing handcuffs. 2. Series: Girl_32 – this image depicts a prepubescent female appearing to be under the age of 12. She is sitting back and resting on her elbow with her knees up and legs spread apart. He genitals are lewdly exposed to the viewer. 3. Series: Goddess on Green – this image depicts a female child appearing to be under the age of 10. She is kneeling on the lap of an adult male. She is facing him. The male is nude and his penis is erect.
He is touching the child’s anal area with his fingers. 4. Series: OrsoShirt – This image depicts a prepubescent female. She is sitting back with her legs spread apart and her dressed pulled up. A penis is positioned near her exposed genitals. 5. Series: Nikole – This image depicts a nude female appearing to be under 12 years of age. She is on her side with her head on her hand. She is holding a dildo and putting it to her lips.
