On December 9, 2025, deputies were sent to the apartment building at [ADDRESS REDACTED], Shoreview, Ramsey County on a criminal damage to property report. Deputies spoke to CS [DOB REDACTED] who said a man who lived below her, KENNETH ARNOLD JOYNER [DOB REDACTED] had been terrorizing her. CS heard loud banging from the parking lot. CS looked out her patio door and saw Joyner standing by her 2023 Nissan Rogue wearing white clothing. CS saw fresh damage to the left side of her Rogue. Deputies saw that the driver’s mirror had been broken off, a window on the rear driver’s side had a sizeable hole in it, a window on the rear passenger side had a sizeable hole in it, and the front passenger window had been broken and cracked.
Deputies made contact with Joyner at Joyner’s apartment. Joyner answered wearing white clothing, and he asked deputies if they were there regarding a report he had made about people making death threats outside his window and door. Deputies told Joyner he was under arrest for criminal damage to property. Joyner was taken to a squad. Joyner was advised of his constitutional rights and said he would only talk to deputies in his apartment. Deputies explained Joyner would not be returning to his apartment, and they did not further speak to Joyner.
It will cost more than $1000 to repair the damage done to CS’s Rogue. Property management for the apartment building said they have had a lot of complaints from other tenants throughout the complex about Joyner. They think Joyner may have some sort of mental health issue.
