Cory Johnson, also with the Minnesota State Patrol, in connection with a November 23, 2025, incident. Based upon the information contained therein, your Complainant believes the following to be true and correct: That at approximately 10:54 P.M. On November 23, 2025, Sgt. Johnson was on routine patrol when he was assigned a driving complaint by State Patrol Dispatch. Dispatch had received a 911 Call regarding a grey SUV bearing plate number ZHU771 that was weaving over the lane lines. The 911 Caller identified the location of the suspect motor vehicle as traveling southbound I-494 near Valley Creek.
Dispatch advised that the suspect motor vehicle was a grey Honda CRV and it registered to an address in the City of Cottage Grove. Upon being assigned the call Sgt. Johnson made a u-turn and began to travel southbound US Highway 61. Sgt. Johnson located the suspect motor vehicle just south of Glen Road and dropped in behind. Sgt. Johnson, while following, observed the vehicle to be traveling at 72 MPH in a posted 65 MPH speed zone. Sgt. Johnson also observed the suspect motor vehicle to be weaving and then cross over multiple lane lines.
Sgt. Johnson initiated a traffic stop. This traffic stop occurred at a location in the City of Cottage Grove, Washington County, Minnesota. Once stopped Sgt. Johnson approached the suspect motor vehicle and identified the male driver as one WANDUM (NMN) NJUMBE ROLAND, hereinafter referred to as “the Defendant.” During his contact with the Defendant Sgt. Johnson observed a moderate odor of alcohol and the Defendant’s eyes to be bloodshot and watery. The Defendant stated he was coming from a friend’s house in Hugo and had consumed one glass of wine.
Sgt. Johnson asked the Defendant to step from his vehicle to perform roadside field sobriety testing. The Defendant agreed and performed poorly on a series of tests. The Defendant then tested a.115 on a digital PBT. Sgt. Johnson, based on his observations of the Defendant and the observed driving conduct, believed the Defendant to be impaired by alcohol. Sgt. Johnson placed the Defendant under arrest for DWI. While in the back of his squad car Sgt. Johnson read to the Defendant the Minnesota Breath Test Advisory.
The Defendant was then afforded the opportunity to consult with legal counsel. When finished, the Defendant agreed to submit to a breath test. Sgt. Johnson transported the Defendant to the Cottage Grove Police Department. Upon arrival Sgt. Johnson led the Defendant into the booking room. Sgt. Johnson, also a certified also a certified DataMaster operator, administered a DataMaster test. That test revealed that the Defendant's alcohol concentration to be.14. It should be noted that this test was administered within two (2) hours of the Defendant's operation of the suspect motor vehicle.
