On April 14, 2026, a police officer with the Ramsey Police Department made phone contact with H. S., a case manager and employee at Compass Bell Center, an education center, located at [address omitted] NW, Coon Rapids, Anoka County, Minnesota. During the recorded conversation with law enforcement, H. S. Described receiving a phone call from REGINA DELORES ANDREWS (D. O. B. 3/27/1977), herein after Defendant, on April 14, 2026, at approximately 2:38 P.M. Defendant is the mother of a student that H. S. Oversees.
During this conversation, Defendant stated her child was threatened on the school bus. While on the phone, H. S. Heard Defendant verbally arguing with an unknown party. H. S. Also heard a statement from an unknown source related to shooting up a house. H. S. Advised Defendant to drive away from the situation and call the police. It should be noted H. S. Described to law enforcement an ongoing issue between Defendant, Defendant’s child, and another family whose children attend the same school. Several hours later, at approximately 6:49 pm., Ramsey Police officers responded to [address omitted] NW, Ramsey, Anoka County, Minnesota for an assault.
Upon arrival, Defendant’s child was identified as the victim of the alleged assault. Defendant was also on-scene. While on-scene, Defendant was extremely upset and wanted to confront the alleged perpetrators of the assault. At approximately 6:53 P.M., H. S. Received an additional call from Defendant, who again was extremely upset. Defendant informed H. S. That her child had been jumped by the individual(s), believed to be the same family Defendant had been feuding with for the past year. During this call, Defendant made threats to shoot the individuals responsible.
Defendant stated to H. S. That she would be arriving at Compass Bell Center the next day (April 15) to handle business. Defendant made an additional statement that she was “going to come up to the school and shoot it” while looking for the alleged party responsible for the altercation with her child. H. S. Immediately reported the threat(s) to her superiors, who called law enforcement. H. S. Then received another call from Defendant at approximately 8:00 P.M. During this call, Defendant was calmer, but still informed H. S. That the school should have individuals on standby for safety on April 15. Defendant was subsequently located by law enforcement and placed under arrest.
