On April 5, 2026 at approximately 12:51 A.M., a North Branch Police Officer observed a vehicle travelling southbound on Forest Blvd near the intersection of Main Street in the City of North Branch, Chisago County Minnesota. The vehicle stopped and turned westbound on Main Street. The vehicle did not signal its turn in advance of turning westbound, only signaling as the vehicle turned. The Officer conducted a traffic stop on the vehicle. The Officer approached the vehicle and identified the female driver as NOU YANG [DOB REDACTED], herein Defendant.
The Officer learned the Defendant's driver's license is revoked. Defendant stated she was coming from a person's house, identified as Zeronica Dayle Sjolie. Law enforcement is aware Sjolie commonly uses and sells drugs. Defendant stated the vehicle she was driving belonged to "Bob," and she just got the vehicle a couple hours ago. Based on Defendant's statements and observed behavior, Officers believed there was drugs in the vehicle Defendant was driving. Defendant stated she had smoked methamphetamine with Sjolie within the last few hours.
Defendant stated she could feel the effects of the methamphetamine. An Officer conducted field sobriety testing with Defendant, while the vehicle she was driving was being searched. During the horizontal gaze nystagmus test, Defendant observed lack of smooth pursuit in both eyes and nystagmus at maximum deviation in her right eye. During the walk and turn test, Defendant took an incorrect number of steps, stepped off the line, and used her arms for balance. During the one-legged stand, Defendant did not follow instructions to lift her foot off the ground a specified distance.
During the modified Romberg test, Defendant counted 30 seconds in 24 seconds. Based on the evidence in totality, the Officer placed Defendant under arrest. The Officer applied for and obtained a search warrant to take a sample of Defendant's blood. An K9 Deputy arrived on scene and had his K9 partner walk the exterior of the vehicle. The trained K9 dog sniffed the vehicle and alerted to drugs in the vehicle. Officers then performed a search of the vehicle. An Officer located a glasses case in the driver's side door compartment.
The case contained two baggies containing a crystalized substance. The substance field tested positive for methamphetamine and weighed 12 grams. The Officer transported Defendant to M Health Fairview Wyoming Hospital to obtain a blood sample. With the assistance of medical staff, the Officer obtained a sample from Defendant. The sample will be submitted to the Minnesota BCA for further testing. Defendant has an Implied Consent revocation dated 05/31/2025 from Ramsey County.
